Community improvement ideas for Richmond, Indiana, USA

This idea was suggested by a participant at this morning's brainstorming meeting at the Uptown Innovation Center:

There are lots of empty or under-used second-story spaces in the central business district.  By establishing some resources that would encourage business owners and residents to consider these spaces in their expansion, and providign assistance to help with planning, funding, build-out, etc., we can start to better use our existing historic buildings.
